十年來，「一帶一路」倡議已吸引全球 79% （153/193） 的國家參與，世界銀行2019年報告預計到 2030 年「一帶一路」倡議將使全球收入增長 0.7%，並使 760 萬人脫離極端貧困、3,200 萬人擺脫中度貧困。「一帶一路」倡議透過基建帶動合作範疇擴增及貿易增長，亦是中國建構人類未來共同願景的擘畫，並將國家政策制定時涵蓋他國利益的共贏主義敘事。若以國際關係理論檢視，似乎凸顯對「一帶一路」倡議理解的侷限，故本研究透過薄富爾「行動戰略」檢視習近平任期中國總體政策、並為「一帶一路」倡議進行外部威脅與內部挑戰的政治診斷，同時分析「一帶一路」倡議推行過程遇圍堵時敵我弱點分析的戰略診斷等評估。
研究發現，全球戰略與總體戰略關鍵決定性因素在於國家政策是否能涵蓋他國國家利益及道德因素。「一帶一路」倡議自提出理念到實踐與擴充發展等階段，將中國自身發展利益與合作國利益綁定，逐步實踐習近平中華民族偉大復興的「中國夢」。使用PYTHON針對習近平講述「中國夢」及「一帶一路」倡議搜集的文本，進行主題建模以及高詞頻共現字叢分析，發現主要關鍵詞圍繞發展、兩國人民、合作、共同體等有關。
在「一帶一路」倡議的政治診斷中發現，中國產業升級過程，從早期以價格低廉的消耗品「中國製造」轉型為涵蓋設計、建設到運營整體系統化輸出的高端關鍵基設模式，除減少因國內經濟發展後帶來的產業空心化風險，還透過「一帶一路」倡議的硬聯通機制，為應對美國金融貿易戰提供緩衝與調解渠道，並為中國蓄積經濟實力與全球供應鏈中的核心地位。戰略診斷進一步揭示，儘管少數國家退出或中取消項目合作，多與地緣政治局勢或國內政治立場轉變等相關，與該國核心利益變化直接關聯性有限。另隨巴西加入「一帶一路」倡議，促使中國面對美國各項圍堵更具反擊實力。研究結論，未來的大國競爭中，掌控全球化資源配置的能力可能超越傳統強制手段而成為更具價值的戰略優勢。另從戰略思想來論述「一帶一路」倡議，反映出融戰的思想演進，顯示國家間由武力對抗之勝戰轉向核武慎戰再到競合涼戰，最終在全球化與道德元素融合下，以實踐動態競合中的雙贏邏輯的融戰。

Over the past decade, the Belt and Road Initiative （BRI） has garnered the participation of 79% of the world’s sovereign states （153 out of 193）. According to the 2019 World Bank report, the BRI is projected to contribute to a 0.7% increase in global income by 2030, lift 7.6 million people out of extreme poverty, and elevate 32 million individuals out of moderate poverty. By fostering cooperation through infrastructure development and facilitating trade growth, the BRI represents China’s commitment to the realization of a shared future for humanity. This vision advances a win-win narrative that seeks to align China’s national development interests with the interests of other states. However, an analysis through the lens of international relations theory reveals the shortcomings of existing interpretations of the BRI. Accordingly, this study employs André Beaufre’s “Strategy of Action” framework to critically assess China’s overarching policies during Xi Jinping’s administration. Specifically, it provides a political diagnosis of the external threats and internal challenges confronting the BRI, alongside a strategic evaluation of the resistance it faces, including an analysis of the strengths and weaknesses of its adversarial dynamics.
The research findings <span class="highlighter highlight-on"><span class="highlighter highlight-on">underscore</span></span> that a key determinant of global and comprehensive strategy is the <span class="highlighter highlight-on"><span class="highlighter highlight-on">capacity</span></span> of national policies to align with the interests of other states while concurrently upholding ethical imperatives. From its conceptualization to its implementation and subsequent expansion, the BRI has progressively aligned China’s developmental priorities with those of its partner states, effectively operationalizing Xi Jinping’s vision of the “Chinese Dream” and the great rejuvenation of the Chinese nation. Utilizing Python-based natural language processing techniques, such as topic modeling and high-frequency keyword co-occurrence analysis, this study investigates Xi Jinping’s discourse on the “Chinese Dream” and the BRI. The analysis reveals recurring keywords, including “development,” “bilateral peoples,” “cooperation,” and “community,” which underscore the initiative’s central thematic focus.
The political diagnosis highlights China’s transition in industrial upgrading, shifting from an initial focus on low-cost manufacturing （“Made in China”） to the export of high-value, systematized infrastructure solutions that integrate design, construction, and operational management. This strategic transformation not only addresses the risks of industrial hollowing-out—a frequent consequence of domestic economic development—but also establishes <span class="highlighter highlight-on">robust</span> connectivity mechanisms within the BRI framework, offering China strategic pathways to buffer and mediate the impacts of U.S.-led trade and financial confrontations. At the same time, this framework strengthens China’s economic leverage and solidifies its central role in global supply chains.
Furthermore, the strategic diagnosis indicates that the withdrawal from or cancellation of BRI projects by certain states is primarily driven by shifts in geopolitical dynamics or domestic political realignments, rather than being directly linked to changes in their core national interests. The recent inclusion of Brazil in the BRI further strengthens China’s ability to counter U.S. containment strategies, thereby bolstering its geopolitical and economic resilience amidst intensifying great power competition.
The study concludes that in the evolving landscape of great power rivalry, the capacity to effectively manage the allocation of globalized resources may surpass traditional coercive methods, offering a more sustainable and strategically advantageous approach. Moreover, the study frames the BRI within the broader context of strategic thought, illustrating its evolutionary trajectory toward the Fusion Strategy as a practical and comprehensive framework for balancing conflict and cooperation. This trajectory traces a progression from paradigms of decisive military victory （“victory through war”） to nuclear deterrence during the Cold War era （“prudence in war”）, and, ultimately, to a model of competitive coexistence and win-win cooperation within the framework of “cool conflict.” Anchored in the integration of globalization and ethical principles, the BRI embodies the dynamic logic of mutual benefit within competitive interdependence, highlighting the growing importance of shared development and moral considerations in shaping contemporary international relations.
