本論文探討從梅克爾政府(基民盟、基社盟、社民黨組成的聯合政府)到 現任蕭茲政府(社民黨、綠黨、自民黨組成的聯合政府)的德中關係，並研究 一帶一路在歐洲的發展，延伸到一帶一路在德國的相關合作項目，主要聚焦在 新歐亞大陸橋的中歐班列、中國的亞洲基礎設施投資銀行以及華為 5G 案例。
透過來自歐洲、中國以及美國的外部因素影響，來探討德國對一帶一路觀 點的轉變與影響。如歐洲保護主義的興起、中國政治的疑慮、中國的債務問題、 歐盟對於中國電動車的反補貼調查、歐盟的全球門戶計畫、義大利退出一帶一 路倡議、中美貿易戰與烏俄戰爭的爆發、新冠疫情肆虐全球之後。使德國國內 政府、政黨以及民意的對中態度轉變，德國在一帶一路的政策逐漸走向保守， 對於涉及國安以及依賴性等問題上面更加謹慎。
在中美貿易戰之後，德國政府設立的《資訊安全法》加強了國家安全，極大影響與中國華為的合作關係。並且在烏俄戰爭爆發後，德國政府更是首次發布中國戰略，文中第一次提及中國為系統性的競爭者，這將挑戰著未來的德中關係以及與一帶一路倡議的合作關係。

This thesis examines the development of the Chinese One Belt and One Road (BRI) in Europe, extending it to the BRI-related cooperation projects in Germany, with the main focuses on the China-European Railway Express on the New Eurasian Land Bridge, Asian Infrastructure Investment Bank (AIIB), and the Huawei 5G case. And study on German-Chinese relations from the Merkel government (coalition government of the CDU, CSU, and SPD) to the Scholz government (coalition government of the SPD, Grüne, and FDP).
The change and impact of Germany's perspective on the Belt and Road is examined through the influence of external factors from Europe, China, and the United States. For example, the rise of protectionism in Europe, China's political concerns, China's debt problem, the European Union's anti-subsidy investigation on China's electric vehicles, the EU's Global Gateway Initiative, Italy's withdrawal from the Belt and Road Initiative, the outbreak of the US-China trade war and the Russia-Ukraine war, and the Coronavirus has ravaged the world. As a result, the German government, political parties, and public opinion have changed their attitude towards China, and Germany's policy on the Belt and Road Initiative has gradually become more conservative and more cautious on issues involving national security and dependence.
After the trade war between China and the US, the German government established the German IT Security Act 2.0 to strengthen national security, which greatly affected the cooperative relationship with Huawei. After the Russia-Ukraine war, the German government released its first China strategy, mentioning China as a systemic competitor for the first time, which will challenge future German-Chinese relations and cooperation with the Belt and Road Initiative.
