近年來，爲了達成精簡人力、節省預算、縮編組織的目標，PPP模式為重要的政策工具。在公私合作關係中，信任作爲雙方建立穩定合作關係的基礎，對合作專案的績效影響重大。信任這種心理活動促使公私合作雙方對專案進行專用資産投資等行爲，從而影響促參案的成功與否。
然而，政府以公共利益爲著眼，民間企業却須對股東提供相當利潤，未必以大衆利益爲主要考量。因此，以往公私業者的互信基礎不足，所以對于彼此合作有一些顧忌，以至于彼此之間的合作成效不能達到預期效果。
  本文通過文獻綜述和深入訪談的方法，以公務人力發展學院OT案爲例，探索公私雙方的信任關係，該案例是臺灣最成功的OT案例之一。作者從計算型信任、關係信任和制度信任的角度應用該模型來討論如何建立信任。爲未來的研究和實踐改進提出了一些建議。

  In recent years, in order to achieve the goal of reduction in force, cost down, and downsizing, the PPP model became an important policy tool.As the basis for a stable partnership between the two parties, trust has a significant impact on the performance of the partnership project. The psychology of trust prompts both public and private partners to invest in special devotion and capital for the project, thereby affecting the success of promoting participation in the project.
  However, it’s the dilemma that the government focuses on public interests and private enterprises intend provide considerable profits to shareholders, not necessarily with public interests as the main consideration. Therefore, many PPP cases failed to achieve expected results due to not enough trust mutual trust between public and private enterprises.
  This thesis aimed to explore the trust relations between two sides through reviewing the OT case of the Civil Service Development Institute, one of the most successful OT case in Taiwan with the methods of literature review and in-depth interview. The author applied the model from the perspectives of computational trust, relationship trust, and institutional trust to discuss how trust was built. Some suggestions to future study and practice improvement were provided.
