基於東協輪值主席政治人格及區域內外驅動力等研究動機,本文以2019年東協發布《東協印太展望》(ASEAN Outlook on the Indo-Pacific, AOIP) ,審視《東協印太展望》揭示四項目標:「東協於印太之核心角色、合作對話取代敵對抗爭、區域共同的發展與繁榮、凸顯海洋領域與視野重要性。」成果,藉以觀察東協輪值主席佐科威以政治人格率領團隊如何因應印太局勢演變。 《東協印太展望》雖於2020至2022年受到covid-19新冠肺炎影響,仍由佐科威率領團隊突破行動限制因素,2023年印尼正式接任東協輪值主席國,啟動《東協印太展望》論壇,卻也面臨系列區域重大議題考驗。 研究發現印尼總統佐科威憑藉政治人格因素,經由輪值主席集體領導、展現包容性,並以印尼特有之「互助合作、獨立積極、動態平衡」領航東協整體發展,倡議全球海洋支點,催生《東協印太展望》,因應內部整合及相關大國競逐變局,開創印太夢想第三條路。 |

Based on the research motivations such as the political personality of the ASEAN rotating chairman and the driving forces within and outside the region, this article takes the "ASEAN Outlook on the Indo-Pacific" (AOIP) released by ASEAN in 2019 to examine the four goals revealed in the "ASEAN Indo-Pacific Outlook": "ASEAN's core role in the Indo-Pacific, cooperative dialogue instead of hostile confrontation, regional common development and prosperity, and highlighting the importance of the maritime field and vision." The results are used to observe how the ASEAN rotating chairman Joko Widodo leads his team with his political personality to respond to the evolving situation in the Indo-Pacific. Although the "ASEAN Indo-Pacific Outlook" was affected by the COVID-19 pandemic from 2020 to 2022, the team led by Joko Widodo overcame the operational restrictions. In 2023, Indonesia officially took over the rotating presidency of ASEAN and launched the "ASEAN Indo-Pacific Outlook" forum, but it also faced the test of a series of major regional issues. The study found that Indonesian President Joko Widodo, relying on his political personality, demonstrated inclusiveness through collective leadership as the rotating chairman, and led the overall development of ASEAN with Indonesia's unique "mutual assistance and cooperation, independent positivity, and dynamic balance". He advocated a global ocean fulcrum, gave birth to the "ASEAN Indo-Pacific Outlook", and created a third path for the Indo-Pacific dream in response to internal integration and changes in competition among related major powers. |
