本論文以「21世紀海上絲綢之路」為核心，探討中國全球海外據點布局的經濟、軍事與地緣政治意涵，旨在分析該倡議的發展背景、運作機制及面臨之挑戰，尤其聚焦於經濟國策與軍事用途之間的互動影響。研究動機源於中國透過「一帶一路」倡議拓展全球影響力，特別是在維繫海上交通線及設立海外據點所展現的戰略意圖與作為。
首先回顧「一帶一路」的歷史脈絡與政策工具，接續運用國際機構及智庫在國民所得、債權、治理指標、武器軍售轉讓情況等領域相關指標數據，評估中國對沿線國家之影響力，並以吉布地及柬埔寨等據點為例，探討其發展現況、設立模式與戰略意圖，進一步分析中國如何透過經濟國策鞏固海外據點，並逐步融入軍事用途。
研究結果顯示，中國以經濟國策手段進行海外布局，雖有成效，但發展至今仍難以突破麻六甲困境，也面臨著日益增強的國際阻力。此外，平時的軍事布局也未必能滿足戰時所需，這些長期挑戰，突顯中國海洋戰略發展的侷限與未來可能面對的困境。

This study focuses on the "21st Century Maritime Silk Road," examining the economic, military, and geopolitical implications of China's global overseas bases. It aims to analyze the developmental background, operational mechanisms, and challenges faced by this initiative, particularly emphasizing the interplay between economic policies and military utilization. The research motivation arises from China's strategic intent and actions demonstrated through the Belt and Road Initiative (BRI) in expanding global influence, particularly regarding maritime lines of communication and establishing overseas bases.
Initially, the study reviews the historical context and policy tools of the BRI. Subsequently, it employs relevant indicator data from international institutions and institutes, including national income, debt conditions, governance indicators, and arms transfers, to evaluate China's influence on countries along the Belt and Road. Using specific examples such as bases in Djibouti and Cambodia, the study explores their current development status, modes of establishment, and strategic intent. The analysis further investigates how China solidifies its overseas bases through economic policy initiatives and progressively integrates these bases into military uses.
The findings indicate that while China's overseas expansion through economic policies has achieved certain effectiveness, it remains constrained by challenges such as difficulty in overcoming the Malacca dilemma and increasing international resistance. Additionally, the peacetime military arrangements may not necessarily satisfy wartime demands. These long-term challenges highlight limitations in China's maritime strategic development and underscore potential difficulties it may encounter in the future.
