和平與發展，已成為時代主流的一環。以談判代替對抗、戰爭，以和平解決國際衝突與爭端，亦為普世價值的基本原則。和平發展，是全球人民、人類的共同願望，以非和平方式解決各式的軍事議題，只會導致重大災難，環境的浩劫、生靈的塗炭，以及產生更多更多的仇恨與生離死別。故須在「對等」、「安全」、「全球」的基礎上，加強國防軍事安全交流，「堅持和睦互信，實現共同安全；堅持公正互利，實現共同開發」，以構建臺灣與周邊區域、周邊國家的和平安全。
與此同時，臺灣也試圖走出「自己的路」，臺灣的新國際戰略：跨越太平洋的友美路線、南下與中南美洲加強經貿關係、開展與太平洋國家的關係，再到提出新版的南向政策，把太平洋兩岸當作是「新兩岸關係」看待等等都是全球時代變遷下的中國大陸軍事安全文化對臺灣的影響及變遷，2022年初俄烏戰爭開打，導致以為是生在和平時代的人們對於軍事行動的看中以及未雨綢繆，本研究將透過梳理文獻的方法分析並探討現今國際情勢下關於中國大陸之軍事文化安全的演進及其對於臺灣與各國間的權力拉扯，期盼可以做出因應該時代下之合理見解與建議。

Peace and development have become part of the mainstream of the times. Replacing confrontation and war with negotiation and peacefully resolving international conflicts and disputes are also the basic principles of universal value. Peaceful development is the common aspiration of people and mankind all over the world. Solving various military issues in a non-peaceful way will only lead to major disasters, environmental catastrophe, destruction of life, and more hatred and separation of life and death. Therefore, it is necessary to strengthen national defense, military and security exchanges on the basis of "reciprocity," "security," and "global", "uphold harmony and mutual trust to achieve common security; adhere to justice and mutual benefit, and achieve joint development", so as to build Taiwan and its surrounding areas, peace and security of neighboring countries.
At the same time, Taiwan is also trying to walk out of its "own path", Taiwan's new international strategy: a friendly route across the Pacific, strengthening economic and trade relations with Central and South America, developing relations with Pacific countries, and then proposing a new version of the southbound policy, Treating the two sides of the Pacific Ocean as "new cross-strait relations" and so on are all the influences and changes of China's military security culture on Taiwan under the changing global times. The Russian-Ukrainian war started in early 2022, which led to people who thought that they were born in the era of peace. Taking action and planning ahead, this research will analyze and discuss the evolution of China's military and cultural security in the current international situation and its power pull between Taiwan and other countries by reviewing the literature. reasonable opinions and suggestions.
