2011年3月敘利亞爆武裝衝突，起初為民眾對阿塞德政權不滿的反政府和平示威抗議，後逐漸演變為整個國家的內戰，延宕至今超過七年，國內人民流離失所，更成為二戰後最大批難民潮。自此之後，移民問題漸漸擴大，移民與難民所造成的移民與融合問題，近年來更不單困擾歐盟，大多數會員國也同樣為此問題困擾著。
「求同存異」是歐盟的格言，但因為敘利亞內戰爆發後造成二戰後最大波難民潮，逐漸造成接收新移民的會員國內部族群關係緊張，部分歐盟國家除限制及修改移民政策，部分甚至質疑「多元文化主義」存在的價值。隨著2010年及2011年，德國總理梅克爾、英國首相卡麥隆以及法國總統薩柯齊皆宣稱：「多元文化主義已經失敗。」這些對於多元文化主義失敗言論的轉變已經和歐盟一向所提倡的「多元性」背道而馳，更是凸顯了移民在歐洲可能遭遇的困境及貫徹多元文化主義的挑戰。
根據德國聯邦統計局的移民人口數據，從過去三次主要的移民潮，加上敘利亞內戰爆發後湧入的難民及移民，顯示德國早已是一個移民國家。而其所衍生出之社會融合問題變得不再單一化，更因德國國內人民對於是否歡迎這些難民與移民的反應不一，以及近年來德國極右派政黨勢力崛起，對德國內部造成一定程度的挑戰。
因此，本文主要先研究歐盟的移民政策發展，次為德國移民結構與移民政策，第三為探討多元文化主義在德國，最後為多元文化主義在歐洲與德國的前景作為結論。

In March 2011, an armed conflict erupted in Syria. At first, it was an anti-government peaceful protest, but escalating into a full-scale civil war. So far, Syrian civil war had been exceeding seven years, and more than 11 million people have been killed or forced to flee. Since then, immigration issue was gradually expanded within the area. In recent years, the European Union (EU) and most of its Member States faced with the multiculturalism and integration challenges, which were resulting from the immigrants and the refugees.
The motto of the European Union is “United in Diversity”, but along with the European immigrants and refugee crisis that led most of the peripheral European countries to choose a more restrictive immigration policy, and doubted the value of multiculturalism. However, after the speeches of European leaders in 2010 and 2011 on the recognition of the failure of multiculturalism in Europe, the trend against multiculturalism had been contrary to traditional European values, as the European Union itself had made significant efforts to manage the diversity among and within its Member States.
According to the Federal Statistical Office’s figures of the number of people who had immigration background, it already displayed that Germany as a country of immigrants. Nevertheless, there were divergent opinions about whether welcoming to those immigrants and refugees or not inside Germany, which also resulted to the rise of the far-right political party. The situations showed that Germany had a lot of complicated problems toward integration. Based on the knowledge mentioned above, the first part includes the process of the EU’s legal procedures to immigrants, and measures against illegal immigration. Second part includes the structure of German immigrants and immigration policy. The third part discusses multiculturalism in Germany, and the last part analyses the prospection and the predicament of Germany and Europe which builds up the multicultural society.
