台灣出生率持續下降及人口老化現象日益嚴重,進一步加劇了高等教育入學人數減少與勞動力供給不足的挑戰。在此背景下,留住國際學生成為重要的政策議題。作為新南向政策下主要的境外生來源族群,越南學生在台灣人才培育體系中扮演關鍵角色。本研究旨在探討影響越南學生選擇赴台就學及畢業後留台就業意願之關鍵因素。 本研究採用質性研究方法,透過半結構式訪談對九位越南大學生進行深入探討。研究結果顯示,留學決策受到推力與拉力因素的交互影響。其中,台灣的經濟實惠、地理鄰近、華語學習機會及實習前景被視為主要的拉力因素。實習經驗進一步成為促使學生將職業意向轉化為實際行動的關鍵催化劑,因為學生普遍將此視為評估自身是否適應台灣職場環境的重要契機。跨文化適應過程中,尤其是透過社交互動與支持,顯著增強了學生的歸屬感及留在台灣的意願。此外,相關人才留用政策與優良的生活條件亦有助於強化學生長期定居的意向。 本研究除了針對未來有意來臺就學的越南學生提出具體建議外,研究結果亦有助於提供臺灣政府、高等教育機構及企業作為政策與實務的參考依據,包括優化國際學生支持系統、強化產學合作與實習銜接機制,並促進臺越人才循環及永續合作關係。 |
| 英文摘要 |
Taiwan’s declining birth rate and aging population have intensified challenges related to higher education enrollment and labor supply, making the retention of international students a critical concern. Vietnamese students, who constitute the largest group under the New Southbound Policy, play a significant role in Taiwan’s talent development. This study examines the key factors influencing Vietnamese students’ decisions to pursue studies in Taiwan and their intentions to remain for employment after graduation. Using a qualitative research methodology, semi-structured interviews were conducted with nine Vietnamese university students. The findings indicate that study decisions are influenced by the interplay of push and pull factors, with Taiwan’s affordable costs, geographic proximity, opportunities for Mandarin language acquisition, and internship prospects identified as primary pull factors. Internship experiences further act as catalysts in transforming career intentions into actual behaviors, as students often perceive these experiences as opportunities to evaluate their adaptability to the Taiwanese workplace. Cross-cultural adaptation, particularly through social interaction and support, enhances students’ sense of belonging and their willingness to remain in Taiwan. Moreover, talent retention policies and favorable living conditions contribute to reinforcing intentions for long-term settlement. In addition to offering concrete recommendations for Vietnamese students planning to study in Taiwan, this study’s findings also serve as a valuable reference for the Taiwanese government, higher education institutions, and businesses in formulating policies and practices. These include optimizing support systems for international students, strengthening industry-academia collaboration and internship transition mechanisms, and promoting talent exchange and sustainable cooperative relationships between Taiwan and Vietnam. |
