本研究以國際關係理論為基礎，探討美國棄台論不同類型的特徵對台美關係的影響。棄台論雖然不是美國對台政策的主流論述，但其在學術界的討論從未間斷，特別是在中國崛起與美中戰略競爭加劇的背景下，此議題顯得尤為重要。研究動機來自於國際關係現實主義學者約翰·米爾斯海默（John Mearsheimer）於2014年發表的文章《向台灣說再見》，主張美國可能因應中國崛起而放棄對台灣的支持。然而，米爾斯海默於2022年改變立場，強調美國會保衛台灣，並建議將台灣納入核武保護傘。這種論述的轉變反映了美國學界對台灣問題認知的複雜性，也激發我研究美國菁英階層對台態度的好奇心。
    本研究的主要目的包括：建立棄台論的理論分類體系，分析其對美國對台政策的影響，並探討這些政策對台灣國際空間的影響。研究從自由主義、守勢現實主義與攻勢現實主義三大主要理論視角出發，系統性地分析棄台論的理論基礎及其政策主張。自由主義棄台論認為，美國應以國際合作與多邊主義為優先，減少對台灣的承諾；守勢現實主義則強調美國應避免與中國發生衝突，因而可能採取有限支持的策略；攻勢現實主義則主張基於權力政治考量，美國應重新評估對台政策，以維護自身霸權地位。
    本研究認為，當美國面臨與中國合作或競爭的重大戰略選擇時，台灣經常被置於「利益交換」與「戰略工具」的位置，政策優先順序與承諾深受國際局勢與美中關係牽動。這種結構性的弱勢，使台灣在國際體系中難以擺脫被犧牲或邊緣化的命運。歷史經驗顯示，台灣政府對美國棄台政策的危機感，直接影響其政策取向。因此理解棄台論對台美關係的影響，不僅具有學術價值，更能為未來政策制定提供參考。

The primary objectives of this study include establishing a theoretical classification system for the "abandoning Taiwan" theory, analyzing its influence on U.S. policy toward Taiwan, and examining the impact of these policies on Taiwan's international space. The research adopts three major theoretical perspectives—liberalism, defensive realism, and offensive realism—to systematically analyze the theoretical foundations of the "abandoning Taiwan" theory and its policy propositions. The liberal perspective argues that the United States should prioritize international cooperation and multilateralism, reducing its commitments to Taiwan. Defensive realism emphasizes that the United States should avoid conflict with China and may adopt a strategy of limited support for Taiwan. Offensive realism, on the other hand, asserts that the United States, based on considerations of power politics, should reassess its Taiwan policy to maintain its hegemonic position.
This study argues that when the United States faces major strategic choices between cooperation or competition with China, Taiwan is often positioned as either a "bargaining chip" or a "strategic tool," with policy priorities and commitments heavily influenced by international dynamics and U.S.-China relations. This structural vulnerability makes it difficult for Taiwan to escape the fate of being sacrificed or marginalized in the international system. Historical experience shows that the Taiwanese government's sense of crisis regarding the "abandoning Taiwan" theory directly affects its policy orientation. Therefore, understanding the impact of the "abandoning Taiwan" theory on U.S.-Taiwan relations not only holds academic value but also provides a reference for future policy-making.
