研究結果指出,EABO強化了美國在印太地區的前沿部署與聯合嚇阻能力,對於美中競爭格局產生關鍵影響;惟受限於地理條件、政治風險與後勤支持,台灣本島不適合作為EAB建置地點。未來EABO能否全面發揮效能,仍仰賴美國與盟國在戰略協調與資源整合上的深化合作。

In 2020, General David H. Berger, Commandant of the United States Marine Corps, introduced the “Force Design 2030” transformation plan as a strategic guideline to address the challenges of great power competition and the era of informationized warfare. One of the core operational concepts of this plan is Expeditionary Advanced Base Operations (EABO), which emphasizes small-scale, dispersed, highly mobile, and self-sustaining forward operations. The objective is to counter China’s increasingly robust Anti-Access/Area Denial (A2/AD) strategy.
This study adopts a historical perspective to examine the evolution of the U.S. Marine Corps from the Cold War through the Global War on Terror and analyzes the content and reform path of the “Force Design 2030” initiative, with particular focus on the role and implementation of EABO in the Indo-Pacific strategy. Through literature analysis, this paper evaluates the strategic implications of EABO on U.S. force structure, allied cooperation, and regional security, and further explores the feasibility and limitations of implementing EABO in the areas surrounding Taiwan.
The research findings indicate that EABO enhances the U.S. forward presence and joint deterrence capabilities in the Indo-Pacific, playing a critical role in shaping the dynamics of U.S.-China competition. However, due to geographical constraints, political risks, and logistical challenges, Taiwan proper is deemed unsuitable for establishing Expeditionary Advanced Bases. The future effectiveness of EABO will largely depend on deeper strategic coordination and resource integration between the U.S. and its allies.
