近年來，國家公園內旅遊人數增加，造成環境的負擔，本研究以陽明山國家公園推動生態旅遊為個案，探討國家公園如何在環境保育、發展觀光的願景下，運用民間部門的資源與力量，以公私夥伴關係為理論基礎了解觀光人數增加的同時，竹子湖周邊社區居民該如何發展，才能兼顧環境保育以及地方收益，其中發展的規劃就需要與陽明山國家公園管理處與園區居民共同去做協商、互動。
　　本文運用文獻分析法與深度訪談法，了解陽管處在推動生態旅遊，與地方社區的互動過程，並蒐集公私部門活動參與者的觀點與意見，希望達成下列研究目的：
一、	研究陽明山國家公園管理處在協力關係中，所面臨的實際現況與問題。
二、	分析陽明山國家公園管理處所推行生態旅遊之公私協力互動模式，瞭解公部門與私部門各自扮演的角色及之間的夥伴關係型態。
三、	提出具體改善陽明山國家公園管理處協力關係的建議，做為未來國家公園發展協力關係之參考。
　　在第二章介紹計畫概況，第三章與第四張分別回應前述研究問題，第五章則為結論。

Yangmingshan National Park to promote eco-tourism as a case to explore how national parks in environmental conservation,tourism development vision, use of resources and power of the private sector,With the Public Private Partnerships as the theoretical basis to understand the increase in the number of tourists at the same time, the community around the Zhuzihu how to develop in order to take care of both environmental protection and local revenue, of which the development plan needs to be with the Yangmingshan National Park Management Office and residents to do together consultation and interaction.
This paper uses Document analysis and interview to understand the process of Yangmingshan National Park Management Office in promoting ecotourism and interaction with local communities and to collect the views and opinions of participants in public-private sector activities,and hope the following research purposes can be reached:
First, research Yangmingshan National Park Management Office in the Public Private Partnerships, the actual situation and problems faced.
Second,analyze the mode of Public Private interaction in Yangmingshan National Park Management Office to understand the roles played by public sector and private sector and the type of partnership between them.
Third, to make specific recommendations to improve the management of Public Private Partnerships at Yangmingshan National Park, as a reference for future development of relations in conjunction National Park.
