社會運動的起因，往往是因為人民對於現況的不滿，或者他們的問題，無法透過現行體制來解決，所以得採取各種抗議方式來，來喚醒公眾的注意及對政府施壓。
德國的綠黨誕生於社會運動開始蓬勃發展的1970年代，從原本標榜是傳統政黨的替代選擇，進而到2002年成為執政聯盟的一員; 而台灣的時代力量黨，匯集了自2012年以來一系列公民運動以及三一八太陽花學運的能量，在2016年首次參與立法委員選舉以「淘汰國民黨，監督民進黨」為號召，拿下了5個席次，成為國會的第三大黨。
德國綠黨與時代力量黨的興起與成立有著相似「社運」的背景，都乘載著體制外的行動與能量，進入體制內，轉化成實際的政治影響力，進而對公共政策造成影響。
本文以時代力量黨與德國綠黨為研究對象，希望可以透過研究社會運動與新興政黨之間的相互關係與政黨形成過程，與其對整個政治體系所帶來的影響。

The cause of social movements is often because people's dissatisfaction with the current situation, or their problems, cannot be resolved through the current political system. Therefore, various protest methods have been used to arouse the public's attention and put pressure on the government.
The German Green Party was founded in the 1970s when social movements began to flourish. It was originally advertised as an alternative to traditional political parties, and then became a member of the ruling coalition in 2002. Taiwan’s New Power Party has brought together the power of a series of civic movements since 2012 and the Sunflower Student Movement. In 2016 the New Power Party participated in the Legislative Yuan election for the first time and took five seats, which became the third largest party in the parliament.
The rise and establishment of the German Green Party and the New Power Party share a similar background because of "social movement". They both carry the power of civic moment into the system, and transform them into actual political influence, which in turn affects public policy.
This article takes the Times Power Party and the German Green Party as research objects, hoping to study the relationship between social movements and emerging political parties and the formation of political parties, and the impact on the entire political system.
