英國身為傳統強權在經過兩次戰爭摧殘後後，全球經濟與軍事優勢不再。號稱「日不落國」的大英帝國因為戰後殖民地紛紛地獨立，全球影響力大不如前。但英國仍希望在國際社會的維持傳統的核心角色。為了保持國際社會之地位，在戰後英國除透過與美國維持特殊的外交關係，使其對於國際事務持續維持影響力。1973年英國也透過加入歐洲聯盟，加強英國在歐盟經濟暨政治角色，進而影響歐洲國在的外交決策。
歐洲大陸在經過關稅與經濟同盟後，已經成為全球最大的經濟體。尤其是里斯本條約之後，歐洲聯盟加強其在外交政策的整合。1973年英國為了不願被排除於歐洲經濟整合外，主動加入，因此英國也在強調自我主權的態度下漸漸加入歐盟的政治整合，至今他與歐盟的關係及美國的特殊關係成為外交政策的兩大支柱。在布萊爾政府時期，英國更提出所謂的橋梁角色。有鑑於此，本文將對英國在歐盟與美國間的角色作為研析。
  布萊爾領導的工黨在1997年在英國贏得自二次世界戰以來前所未有的的壓導性勝利。 更迅速成為國際上具有重要影響力的領導者，在英國面對後冷戰時期的國際角色，布萊爾政府時期的的外交決策具關鍵性的影響力。英國如何處理跨大西洋的「英美特殊關係」並在歐洲聯盟中扮演更積極的夥伴角色，此為布萊爾政府時期的重要外交表現。而在冷戰後新的國際結構中，傳統的英國現實主義外交模式與新的國際結構勢必影響布萊爾面對與歐、美的互動關係的決策。
從布萊爾首相時期首先提出英國要成為 「成為世界上良善的力量」 ，2001年美國遭受恐怖攻擊後，英國定位自身爲「核心強權（Pivotal Power）」希望扮演歐洲國家和美國間的「橋梁」、這樣的定位表現在英國與北約和歐盟的關係上。2003英國不顧德、法兩國反對與美國結盟參與加伊拉克戰爭被視爲「橋梁」角失敗的表現。本論文欲從英國的外交決策過程，研究英國外交戰略改變的因素，其中也對布萊爾首相個人特質對英國內閣外交政策影響作為分析基礎。

The overwhelming victory of Labour Party's leader Tony Blair in 1997's general election marks an end of nearly two decades of the governance under Conservative Party. In order to triumph in the election, Blair and his party cadres discarded the traditional pragmatism in foreign policy and developed new diplomatic strategies. In new diplomatic strategies Blair Cabinet set UK is bridge between US and EU in facing transatlantic relations.
To face the UK relations with EU, Blair also have different concept. Blair advocate UK should be “pivotal role” in EU. UK was positive in many EU’s policy especially in develop the EU’s army. The Kosovo War emerge EU didn’t have enough military ability. After Kosovo War Blair and France president Bernadette Chirac announce St. Malo declaration. In this St. Malo UK and France devote to establish the independent military for EU. 
 After 911, his cabinet proposed an innovative guiding for foreign policy, called 'British ambition', the goal of which is to pursue an intimate cooperation with the US to defend against terrorism. Therefore, in 2003, Blair Cabinet supported the US in the Iraq war. The present paper deals with which factors have influenced Blair's policy and why the bridge role would fail.
