近年來，國內生態保育意識高漲，人民對於政府在保育政策的制定及執行上要求日增，而各地方政府多以封溪護漁措施，執行溪流生態保育政策，但地方政府由於財源日益窘迫，及為滿足公民參與公共事務的需求，如何在高度複雜性、動態性及多樣性的社會政治中，達到政策執行的最佳效果，1990年代後期興起的新治理強調多元主體協商，由高權行政決行改為協商勸服及網絡治理，不再以政府為主體，轉而尋求私部門以外的第三部門的合作，共同承擔責任，且共同授予權利及分享利益，才能達成政策的有效執行。
    本研究係以新北市平溪區的封溪護漁為研究對象，以協力治理為理論基礎，探討封溪護漁執行過程中，公部門與第三部門的協力治理模式，雙方對於協力治理的認知與態度，協力部門之間的互動關係，以及封溪護漁永續經營之策略。
    本研究以文獻分析法對協力治理理論作初步探討外，並進入研究個案場域做實地觀察，再對個案中之對象進行深入訪談，獲取研究所需的資料做分析，最後發現新北市平溪區封溪護漁協力治理運作過程中，協力部門所遭遇之困難，公部門因應的策略，並研擬出封溪護漁永續發展之策略，以供政府部門實施封溪護漁協力治理政策之參考。

  This study is based on Pingxi District, New Taipei City seal Creek fishing protection for the study, to third-governance as the theoretical basis to discuss the closure fishing protection the implementation process, the public sector and the third sector third-governance model of governance for third parties knowledge and attitude, the interaction between third sector, as well as sealing creek fishing protection strategies of sustainable management.
