因應高科技化的挑戰、產業投資和專業經理人的外移至中國大陸,行政院於二OOO年五月
提出「挑戰2008國家重點發展計畫」,其中建設台灣成為一個自由化與國際化的自由貿易
區為目標之一。桃園航空自由貿易區不僅結合空運、配銷、加值、倉儲與運籌五大功能,
並且將電子產業列為最適合進駐此自由貿易區之潛在投資者,因此,此研究要從台灣電子產
產業的觀點分析桃園航空自由貿區的功能與未來發展的目的。

研究結果發現台灣電子產業建議政府能夠開放兩岸直航、制訂明確的兩岸經貿政策、積極的
的加入區域性的經濟組織並且落實自由化與國際化的目標;如此,桃園航空自由貿易區應該
可以為台灣帶來實質的經濟效益且不至於被排除於全球經濟體系之外。
英文摘要
In response to technological challenges and a loss of investments and skilled managers to mainland China, the Executive Yuan proposed the “Challenge 2008” National Development Plan in May 2002, one of the goal is to establish Taiwan as a free trade zone and to promote liberalization and internationalization. Not only Taoyuan Free Trade Zone can consolidate five major functions-air cargos, distribution, value-adding,  warehousing and logistics but also electronic industry is listed as the most suitable investor to move in Taoyuan Free Trade Zone, thus, this research aims to find out Taoyuan Free Trade Zone’s function and further development purpose from the Perspective of Taiwan’s electronic Industry.   

The results reveal that Taiwan’s government should open “direct transportation” between Taiwan and mainland China, enact definite economic and trade policy between two sides, participate in regional economic organization actively and bring liberalization and internationalization into practice, then Taoyuan Free Trade Zone will bring the substantial economic benefits to Taiwan, and Taiwan could avoid to be marginalized by global economic system.
