2015年9月4日德國政府基於人道考量，對於滯留在歐洲境內的難民採取歡迎開放政策，致使許多難民紛紛湧入德國，舉國上下洋溢著「向難民伸出援手，提供溫暖」的氛圍。

上述背景顯示接收和安置難民是德國政府短期急迫的工作，而使獲得庇護的難民克服語言、文化、生活問題並融入社會，將是德國政府長期且艱難的任務。德國的融合政策扮演至關重要的角色，例如鼓勵難民學習德語以融入德國日常生活、提供難民職業培訓以順利進入就業市場等。反之，這批外來者有的變成「平行社會」(Parallegesellschaft)的一員而逐漸被邊緣化，有的甚至製造社會問題而被德國民眾視為「威脅」，而加深對難民的成見和排斥。德國政府如何避免接收難民政策成為社會不穩定的源頭、如何使難民與德國社會之間的隔閡消失，完全取決於融合政策的成功與否。

本論文研究發現，透過語言融合、就業融合和居住地義務等措施，德國政府在相當程度上已經達到讓難民融入德國社會的目的。但政府人力不足、資源有限，以及企業培訓與雇用難民意願不高等問題，是德國政府刻不容緩的課題。

On September 4, 2015, based on humanitarian considerations, the German government adopted welcome policy for refugees stranded in Europe, which caused many refugees to flock to Germany. The whole country was filled with the “supporting refugees” atmosphere.

The above background shows that taking in and hosting refugees are short-term and urgent tasks of the German government, and it will be a long-term and difficult task for the German government to help refugees overcome the language, cultural and life problems and integrate into society. To overcome these issues, Germany’s integration policy plays a crucial role, such as encouraging refugees to learn German to integrate into daily life of the German society and providing them with vocational training to successfully enter the job market. Conversely, these outsiders may form a parallel society and gradually be marginalized, some of them even cause social problems and be regarded as a threat by the German people. Therefore, to formulate a successful integration policy is the key of the German government breaking down the barriers between refugees and the German society. 

The research outcome of this thesis found that through measures such as language integration, employment integration and residence obligations, the German government has achieved the purpose of integrating refugees into the German society to a certain extent. However, the lack of government manpower, limited resources, and the low willingness of enterprises to train and hire refugees are issues that the German government urgently needs to deal with.
