資訊的進步，促進了國際間貿易全球化、自由化的發展；1995年1月1日正式成立，世界貿易組織（World Trade Organization，WTO）是為國際經貿體系總樞紐。在貨物跨境移動下，國際間一致認為貿易便捷必須在貨物安全的前提之下，因此貨物跨境的安全管理程序蔚然成為國際貿易間最重要的環節。1973年5月在日本京都完成簡化並調和各國間的關務程序「關務程序與調和國際公約-The International Convention on the Simplification and Harmonization of Customs procedures」又稱「京都公約-Kyoto Convention」，並於1974年正式生效。1999年6月重新修定後，稱為「修訂版京都公約-Revised Kyoto Conventaion，RKC」。在美國遭受恐怖攻擊之後，全球反恐活動正式開跑提升了對於國際物流供應鏈安全的重視，2005年公布了「WCO SAFE-WCO Framework of Standards to Secure and Facilitate Global Trade」，為了提升國家競爭力，我國在2002年積極規劃堆動設置自由貿易港區，2003年7月10日經立院三讀通過此法案，同年7月23日經由總統公佈執行。本研究為透過各國經驗的分析與比較後，於本文第六章提出我國物流業者與企業對於我國政府推動與設置的自由貿易港區與貨物安全及貿易便捷化所關切以及期待是：
1.以香港做為借鏡除了貨物24小時通關之外，並能夠讓進口貨物先入境我國，貨主自行透過平台在7日內向海關申請報關，免除進口貨物通關查驗的繁複手續；
2.要求各物流業者以及企業皆必須符合並且真正落實AEO優質企業認證之標準，此認證除了使得我國貨物符合國際安全標準之外，更可以防止弊案使得招標價格能夠更具透明化以及公正性全面提升物流供應鏈的安全；
3. 對於我國將積極實踐的自由貿易港區政府首要面臨的問題將是如何積極協助傳統報關行的轉型。
等數項應有助於我國自由貿易港區與貨物安全以及貿易便捷的建議，或可作為我國相關單位推動自由貿易港區的發展與設置之參考，以達成我國在2012年宣示「打造台灣成為亞東海空樞紐」之目標政策。

Enhanced by advanced technologies, international trade has developed towards a more globalized and liberalized direction; The World Trade Organization (WTO) was thus established on Jan. 1st, 1995 as the center joint of international trading system.
It is agreed among nations that trade facilitation for cargo passing national boundaries must be based on cargo safety. Therefore, safety management procedures for cargo passing boundaries have truly become one of the crucial linkages of international trading.
Aimed to simplify and harmonize customs procedures between nations, Japan in May 1973, Kyoto, brought forward which later entered into force in 1974, the International Convention on the Simplification and Harmonization of Customs procedures, also known as the Kyoto Convention Adopted at Kyoto; in June, 1999, it was modified and renamed as Revised Kyoto Convention (RKC). The 911 Terrorist Attack marked the start of global anti-terrorism activities, stirred concerns over international logistics and supply chain safety, and resulted in the WCO SAFE (Framework of Standards to Secure and Facilitate Global Trade) in 2005. In order to further improve its international competitive advantages, Taiwan government started planning and promoting Free Trade Zone in 2002, passed such bill by Legislative on July 10, 2003, and put it into implementation by the President on July 23th the same year.
This study first analyzes and compares the experiences of different countries in setting up Free Trade Zone, and then the Chapter Six collects the concerns and expectations of logistics and supply chain corporations, and brings up cargo safety and trade facilitation suggestions to Taiwan government for promotion and establishment of Free Trade Zone.
1.Take Hong Kong as a model; cargo can pass customs 24 hours a day and complicated customs procedures are eliminated by allowing entrance of imported cargo with customs declaration presented later by consignee on a platform within seven days.
2.Require all logistics and supply chain corporations to comply with Authorized Economic Operator (AEO) approval. On the one hand, AEO approval ensures that all cargo complies with international safety standards; on the other hand, it prevents fraudulence by enabling transparency and fairness of bidding procedures, and in whole, makes the logistics supply chain safer.
3.The most crucial step that Taiwan government must take in establishing Free Trade Zone is to assist transformation of traditional customs brokers.
Above and more cargo safety and trade facilitation suggestions in this study can be helpful to Taiwan government in developing and establishing Free Trade Zone, and further achieving 2012 year’s policy of “Making Taiwan the Air and Sea Transport Hub of East Asia”.
