近年來委內瑞拉國內經濟惡化，人民的生活水準下降。2019 年國會議長瓜伊多自行宣布擔任臨時總統，自此委內瑞拉開啟了擁有雙總統的異常情況。以美國為首的國家紛紛承認瓜伊多政權的正當性，馬杜羅則表示其政權是經過人民選舉程序，因此擁有正當性。由此可見，這涉及到了對正當性的解釋。
政治正當性長久以來都是許多學者以及政治家關注與研究的問題，但是到
了現今(2019 年)仍沒有一個唯一、明確的定義。本文主要以學者夸克(Coicaud)提出的正當性三要素﹕「贊同」、「規範」以及「法律」來探討委內瑞拉馬杜羅政權的正當性問題。

The Venezuelan economy has undergone a transformation in recent years and those venezuelan live in a lower quality of life. In 2019, Juan Guaidó, leader of the National Assembly, declared himself the interim president of Venezuela. Since then, the country has been caught in a seesawing conflict between two presidents.
The United States and several countries in Latin America and Europe have recognized Guaidó as the rightful leader. In contrsat, Maduro has stated that his regime is legitimate because of the election process. As a result, the legitimacy of Maduro Regime should be treated.
Political legitimacy has been studied by many scholars and politicians for a long time. However, it doesn't have a widely accepted and unique definition until 2019.
This thesis will try to examine the political legitimacy of Maduro's regime, mainly based on the three elements of legitimacy﹕“consent”, “Norms” and “Law” which proposed by Jean- Marc Coicaud.
