本論文的內容可分為五章，各章概要敘述如下：

（一）第一章：緒論
敘述撰寫本論文的研究動機、研究目的、問題意識、研究理論、研究範圍、研究限制、文獻探討、研究架構和概念界定。

（二）第二章：克羅埃西亞的發展歷程
作者在此章提供克羅埃西亞整個國家的背景知識。首先，以一整條時間軸線作為基準，在第一節敘述克羅埃西亞的歷史背景，從上古時代希臘羅馬時期、中古時代到近現代的歷史。接著，在第二節敘述克羅埃西亞的國家現況，從1991年6月25日獨立後到現在國家政治和經濟發展的現況。最後，在第三節敘述克羅埃西亞與歐盟的關係發展，敘述克羅埃西亞開始與歐盟建立關係後至今的整個發展。

（三）第三章：克羅埃西亞加入歐盟的進程
作者在此章敘述克羅埃西亞2003年2月21日申請加入歐盟到目前的整個進展。首先，在第一節說明克羅埃西亞申請加入歐盟需要符合哪些條件，以各個基礎條約的入會條款和哥本哈根入會標準點出歐盟的入會條件。接著，在第二節敘述克羅埃西亞申請加入歐盟所要完成的程序，歐盟入會程序是整段不間斷的過程，可以大致分為申請、談判、簽署、批准四個階段來了解克羅埃西亞如何依照歐盟的要求，進行入會程序。最後，在第三節點出克羅埃西亞申請加入歐盟的過程中遇到哪些問題。

（四）第四章：克羅埃西亞加入歐盟的內外影響因素分析
作者在此章敘述克羅埃西亞的加入歐盟政策受到哪些內外因素的影響。首先，在第一節分析克羅埃西亞國內影響加入歐盟政策的因素，例如政府領導者的想法、國會各政黨的傾向、利益團體的影響和人民的意見。接著，在第二節分析歐盟各會員國對於克羅埃西亞加入歐盟的看法，哪些會員國贊成、反對或持中立的立場。最後，在第三節評估克羅埃西亞何時可加入歐盟，分析克羅埃西亞入會程序所花費時間的長短，再評估政府間談判的重要性和歐盟入會程序的限制。

（五）第五章：結論
綜合歸納全論文，以安德魯•莫拉夫席克的自由派政府間主義為作者思考的基礎，利用國內層次和國際層次的概念觀察影響克羅埃西亞加入歐盟進程中的內外因素。再深入探討克羅埃西亞在加入歐盟過程中所遇到的延緩和阻礙，是否皆要經由不斷與會員國政府進行政府間的談判協商，才能順利通過阻礙解決問題，以此證明自由派政府間主義此理論所強調的論點，政府間談判是歐洲統合的主要推動力。
