過去傳統的國家安全觀常與軍事及國防安全劃上等號，蓋因只有武裝衝突才會影響國家的生存發展，然而隨著時代的演進及資訊科技的蓬勃發展，有別於傳統國家安全的非傳統國家安全概念，諸如經濟、文化、科技、社會和環境等各個領域的綜合性安全議題逐漸興起，尤其美國在歷經911恐怖攻擊事件後，恐怖主義及其激進意識形態越來越成為國際研究的重點問題。美國國防部在「911事件」發生之後，為適應安全環境之變遷，已更加強其軍事情報轉型，其內容包含有影像情報、電訊情報、人員情報、資訊系統及反情報與其它相關系統之安全維護能力等，換言之，美軍所關注的是一方面提升情報能力，另一方面亦加強反情報與安全工作，而使敵人無法獲得相同的能力，致突顯了軍事情報組織在回應來自於不同以往之環境時，必須同時注重情報與反情報能力之調整，才能有效維護國家安全。
    我國軍事反情報制度有軍事與政戰之區別，軍事反情報由情報部門負責，政戰反情報即為保防工作。保防部門在組織的設計上係與軍事情報部門分立，而軍事情報部門本身除了情報工作外，卻又負有戰術性反情報工作，因此，反情報工作本身就與軍事情報分離，而軍事反情報又與政戰反情報分離，此種分離凸顯了缺乏整合機制在未來可能會面臨之困難。因此，情報與反情報在功能運作上實有建立一套整合機制之必要。「分化」與「整合」乃組織成長演化的進程，分化的結果，也必然產生整合的問題，國軍維護國家安全自是責無旁貸，因此如何建構我國軍事反情報整合機制應是未來努力之方向，而能漸進達成整合反情報工作，以及整合情報與反情報之目標，並使情報與反情報能無礙地溝通與協調，同時提升彼等應有之效能，避免錯失防止憾事肇生的良機。

In the past, the traditional concept of national security was often equated with military and national defense security. Only the armed conflict would affect the survival and development of the country. However, with the evolution of times and vigorous development of information technology, comprehensive security issues such as economic culture, science, technology, society and environment which is different from the traditional national security have gradually emerged. In particular, after the 911 terrorist attacks, terrorism and its radical ideology have increasingly become the focus of international research. After the 911 event, the US DoD has strengthened its military intelligence to adapt to the changes in the security environment which include the safeguarding of image intelligence, personnel intelligence, information systems and counter-intelligence and other relevant systems. In other words, the US military is concerned with improving intelligence capabilities on one hand, and strengthened anti-intelligence and security works on the other ,and it unable the enemy to obtain the same capabilities which highlights the need for military intelligence organizations to respond to different environments; furthermore, it can effectively safeguard national security.
    Our military counter-intelligence system has distinction between military and political warfare. The intelligence department is responsible for military counter-intelligence, the political warfare counter-intelligence is called the security prevention affairs, the design of the security division organization is different from the military counter-intelligence department, military counter-intelligence department also has tactical counter-intelligence work beside intelligence work; therefore, the separation of military intelligence, military counter-intelligence and political warfare counter-intelligence highlight the difficulties that we may face the lack of integration mechanisms in the future. Thus, intelligence and counter-intelligence are necessary to establish an integrated mechanism for functional operation. The “differentiation” and “integration” are the processes of organizational growth and evolution. The result of differentiation will inevitably lead to integration problems. The responsibility of protecting national security is absolutely belongs to the Army. As a result, the establishment of our military counter-intelligence integrated mechanism is our efforts in the future, achieving the goals of the integration of counter-intelligence and intelligence which enable these works cooperate and coordinate without obstacles, enhancing their effectiveness and avoiding missing the opportunities to prevent regrets.
