由於網站成長驚人，且網站處於隨時可能異動或消失的不穩定狀態導致無法使用，而這些網站可能具有研究價值，因此圖書館必須保存這些網站，以免錯過網際網路中蘊藏豐富並有具有長久保存價值的網站。而各國實施網站典藏計畫已行之有年，如美國的LCWA、英國的UKWAC、澳洲的PANDORA、加拿大的GCWA計畫，皆有進行保存具有研究價值的網站；而國內則有國家圖書館以及臺灣大學圖書館來進行網站典藏計畫。
  本研究透過文獻分析、國內外進行網站典藏計畫之比較、以及對於有實施網站典藏的圖書館和未實施的公共圖書館及大學圖書館進行訪談，並綜合分析國內網站典藏之相關議題及意見，並根據調查與研究結果，對於國內圖書館未來發展網站典藏及制定政策提出結論與建議：
一、國家圖書館可參考國外模式，制定相關政策及技術規範，帶動圖書館界重視網站典藏，網站典藏政策可藉由網站選擇之標準、網站評估方式、網站蒐錄範圍來制定。而網站屬於圖書館館藏的一種，可將蒐集的網站進行編目，納入圖書館的館藏目錄。
二、網站數量龐大，圖書館可建立分工合作的協議，透過同一個平台建立網站典藏系統，給現在或未來研究使用。
三、本研究透過文獻分析以及訪談意見，提出網站典藏程序為「網站典藏政策」、「選擇及評估網站」、「收錄編目」、「訂定排程」、「執行網站典藏」，供國內實施網站典藏之參考。

Due to websites often changed their contests or disappearing, and these websites may have research values, therefore libraries have to preserve these resources. 
  This research used literature analysis, web archive planning of domestic and international for comparison, and the in-depth interview of National Library、National Taiwan University Library、Public Libraries and the University Libraries. Finally, according to these results, conclusion and suggestions are made for the future development and relevant policies for web archive.
1. The National Library may developments of relevant policies and technical specifications. 
2. Libraries may corporate one another to collect these amount of websites.
3. The procedures of the web archive may as following steps: web archive policies, websites selection and evaluation, cataloging, set schedule, and start of web archive for the domestic implementations to the reference web archive.
