南中國海一直以來就是重要海上通道，在中國逐步成為區域中的重要行為者後，面對爭議不斷的南中國海議題，中國面對該議題的戰略行動從胡錦濤到習近平時期也經歷了改變。從胡錦濤時期以和諧世界為出發點的戰略論述，以及其延續擱置爭議、共同開發的方針，再到習近平時期強調中國夢、中華民族的偉大復興，以及其填海造島的戰略行動。這些領導人所採取的戰略行動都再再牽動南中國海的權力格局。

    本研究採取以行動戰略政治診斷為引導而建構的戰略文化研究途徑分析架構，嘗試分析胡錦濤與習近平兩位中國領導人對於整體世界局勢的判斷、對戰爭與和平的認知與選擇，以及其所採取的戰略行動。同時本研究還採取了以戰略文化研究途徑補充新現實主義理論的基本立場，嘗試重新安排兩者之間的關係。

    研究發現，行動戰略引導的戰略文化研究途徑，可以針對領導人的認知，以及政治目標、戰略計劃與行動進行有系統的分析。另外，胡錦濤與習近平兩位領導人的認知，具有自鄧小平時期開始的明顯傳承性質，領導人對於南中國海議題的戰略行動之採行，除了有認知傳承的因素外，也有國家實力的權力因素再起作用。而從領導人的認知與對局勢的判斷之分析中，本研究也認為新現實主義依舊是具有良好解釋力的理論，而行動戰略引導的戰略文化研究途徑能從中完善新現實主義所較不重視的認知因素，從而充實並完善新現實主義的論述基礎。

The South China Sea is a critical maritime and commercial gateway. China now has become an important actor in the Asia region, with its power grows the strategic action of China toward South China Sea had dramatic change from Hu Jintao to Xi Jinping. Hu Jintao emphases the world view of “Harmonious World” and follow Deng Xiaoping's South China Sea guiding principles “set aside dispute and pursue joint development”. In other words, Hu pursued delaying the resolution of the South China Sea dispute. But Xi Jinping emphasizes “China Dream” and “The great rejuvenation of the Chinese nation” and took the strategic action of the “island development and reclamation”. Xi Jinping’s assertive South China Sea strategy and strategic actions has become an important factor of this issue and caused security concern of this region.

  This dissertation examines China’s strategic actions in the South China Sea Disputes through the lens of strategic culture approach guided by the political diagnosis of Strategy of Action from General André Beaufre. This dissertation takes the perspective of strategic culture approach as a supplement to Neo Realism rather than supplant Neo Realism and attempt to analyze the Hu Jintao and Xi Jinping’s world view and the perceptions and strategic choices of warfare and peace toward the South China Sea.

  This study argues that the strategic culture approach guided by the political diagnosis could systematically analyze China’s perceptions, political goals, strategic planning, and strategic actions under different leaders. This study also argues power factors from Neo Realism still plays important role in the leader’s perceptions, which means the Neo Realism is still provides effective explanation, and strategic culture approach could complete Neo Realism’s explanation by enhance the cultural dimension.
