Creating an industry chain will face liabilities of newness therefore the process of creation is full of risks. The study proposes to examine the method of pattern matching with constructive interpretation as to explore the ways for actors building an industry chain. In our study, for the purpose of creating an industry chain, we particularly focus on an institutional research in the implementation of strategies. We conduct a single case study with the use of interviews and secondary data, as to explore the promotion of 3D IC industry by the Industrial Technology Research Institute which has done from 2007 to early May 2014. In this study, four levels are based on the strategies of Aldrich and Fiol (1994) proposed as a basis for analysis in order to explain what institutional activities have taken place by actors at the industry chain creating process. Finally, as interpreted through the conclusion of the 3D IC industry still remains in embryonic stage. Insights and practical implications can be found that created a 3D IC industry chain may be on the verge of failure, we suggest that this study can be extended in the future and continue to discuss the development of the industry chain of 3D IC.
