有別於傳統地緣政治理論忽略「誰的地緣政治想像與利益」的缺失，本研究試圖以「批判性地緣政治理論」的本體論，探討「誰的地緣政治」的問題。當代地緣政治研究出現「文化轉向」的趨勢，從而引發對地緣政治分析本質為何的省思，「批判性地緣政治理論」認為，地緣政治分析必須重新思考影響地緣認同的權力基礎，必須從不同的行為、關係及互動過程系絡中，理解權力或利益的政治地圖，乃至於地緣政治想像是如何形成的，是以地理的制約，必須透過心智思維的過程才能產生影響。而在中共「一帶一路」倡議吸引國際社會目光焦點與成為國際關係理論及實務議論主題的現在，這樣的地緣政治現象勢必包含與呈現豐富的地緣政治想像，作為中共重要的上位戰略規劃，其中的「21世紀海上絲綢之路」由於涵蓋南海、東南亞，及至南亞、中東、地中海等大陸邊緣地帶，更對中共乃至於國際權力格局具有重大的地緣戰略意義。
無論是中國大陸官方與學界、西方或東南亞國家，從本身權力與利益出發，各有地緣政治想像，而對於「海上絲路」自然也有不同的期待。基於圍繞在麻六甲海峽周圍的新加坡、馬來西亞與印尼，對於東南亞華人族群各自具有相異的政治性、歷史性與社會性特點，本研究即以其為主角，透過「批判性地緣政治理論」的研究途徑，瞭解這些華人族群在時空推移、文化差異、政治認同、價值取向等主觀因素影響下，如何以其地緣政治想像看待「海上絲路」，以及其與官方論述的關聯、存在的差異。依本研究的觀點而言，源於判別「敵人或朋友」、「他者與我群」的身分認同，確實對星、馬、印三國華人族群的地緣政治想像產生關鍵影響，但卻與血緣、種族無關，而是其對國家、政治身分的認同，決定其對地緣政治價值與利益的想像，特別是三國與中共的外交關係各有親疏糾葛，牽動參與「海上絲路」建設的程度，在這樣的情況下，國家身分、歷史經驗及社會地位，同時也對三國華人族群的地緣政治觀點產生制約性的影響。族群思維固然未能直接改變政治菁英的戰略思維，但論學術研究，本文確能補充「批判性地緣政治理論」的研究途徑，提升在此相關領域的研究深度與廣度。

Different from the traditional geopolitical theory, which ignores the lack of "who's geopolitical imagination and interests," this study attempts to explore the issue of "who's geopolitics" with the ontology of "critical geopolitical theory." The trend of "cultural turn" in contemporary geopolitical research has led to the reflection of the nature of geopolitical analysis. "Critical geopolitical theory" believes that geopolitical analysis must rethink the power foundation that affects geo-identity, and to realize political map of power or interest related to the context of different behavior, relationships, and interaction processes, and even how geopolitical imagination is formed, is governed by geography and must be influenced by the process of mental thinking. At the present time, the "One Belt, One Road" initiative of the CCP has attracted the attention of the international community and the theme of international relations theory and practice. Such geopolitical phenomena are bound to contain and present rich geopolitical imaginations, as an important strategic plan of the CCP. The "21st Century Maritime Silk Road" is of great geostrategic significance to the CCP and even to the international power structure because it covers the South China Sea, Southeast Asia, and the marginal areas of the South Asia, the Middle East, and the Mediterranean.
Whether it is the official and academic circles of the Chinese mainland, the West or the Southeast Asian countries, they all have geopolitical imaginations based on their own power and interests, and naturally have different expectations for the "maritime silk road". Based on Singapore, Malaysia and Indonesia surrounding the Strait of Malacca, the Chinese ethnic groups in Southeast Asia have different political, historical and social characteristics. This study is based on the "critical geopolitical theory". The research approach is to understand how these Chinese ethnic groups, under the influence of subjective factors such as time and space, cultural differences, political identity, and value orientation, how to treat the "maritime silk road" with its geopolitical imagination, and its relationship with the official discourse and the differences. According to the research point of view, the identification of identity between "enemies or friends" and "others and my group" does have a crucial impact on the geopolitical imagination of the Chinese, ethnic, and Indian ethnic groups, but it has nothing to do with blood and race, but its identity with the state and political identity, and its imagination of geopolitical values and interests, especially the diplomatic relations between the three countries and the CCP, and the degree of participation in the construction of the "maritime silk road". Under such circumstances, national identity, historical experience and social status also have a restrictive influence on the geopolitical views of the three ethnic Chinese communities. Although ethnic thinking has not directly changed the strategic thinking of political elites, for academic research, this paper can supplement the research approach of "critical geopolitical theory" and enhance the depth and breadth of research in this related field.
