在厄瓜多,超過九成的公司為中小企業(SMEs),它們在經濟社會甚至環境中扮演著非常重要的角色,基本地推動包容性與永續的經濟成長,提供較弱勢族群的就業與工作,也促進中產階級的成長。然而,中小企業的成長以及進入國際市場都受到一系列源自於小企業其內部自身特徵的限制,甚至是不利的企業與管制框架和日益競爭的外部市場。 對於經濟體小的厄瓜多,增加非石油產品的出口是維持美元化體制的關鍵 要素。厄瓜多的中小企業是最主要的生產部門,擁有利用本國原物料和勞動力製造財貨與勞務進入國際市場的重要潛力;然而,它們的創新、技術、國際化等能力才方興未艾。 該研究回顧厄瓜多政府對於支持中小企業的政策與計畫,根據現有的機會 與弱勢增進其改善的機會。同時,呈現在中華民國(臺灣)於過去半世紀以來,中小企業被視為推動國家經濟發展的動力與關鍵角色。 臺灣成功的從農業為主轉型成以工業及服務業發展為主的社會,一個最關 鍵的因素是政治以及政府功能體制的穩定,為發展科技、技術、金融和財政協助的計畫執行提供了有利環境,尤其是針對中小企業。政府給予高度支持和注入所需資源,以確保創新和有利的商業環境。在政府建構政策中,其主要成就包括加速高科技產業的發展,政府和學術單位的贊助使得研究機構的擴大,同時也便利了獲取融資和風險投資等資源。 研究結果能提供給公共政策制定者有關促進中小企業國際化的策略和寶貴 的建議。缺乏影響指標和基準難以分析,然而,真實的情景激起了我們在如何改進所做事情上反思,從累積學習極具競爭力的國家如臺灣做起。 |
英文摘要 |
In Ecuador, more than 90% of the companies are small and medium-sized enterprises (SMEs). Their role in the economy, the society and the environment are essential to promote an inclusive and sustainable economic growth, providing employment and strengthening the middle class. However, its growth and insertion into international markets is limited by a series of internal characteristics and weakneses, as well as an unflattering business and regulatory framework and an increasingly competitive external market. For small economies as Ecuador, increasing export levels of non-oil products becomes a key requirement to sustain its monetary dollarization scheme. SMEs are a primordial space of the Ecuadorian productive sector with an important potential to reach international markets with their goods and services produced with raw material and local labor resources. However, their capacities for innovation, technology and internationalization are incipient. This research reviews government policies and support programs for small and medium enterprises in Ecuador, identifying opportunities to improve, based on existing opportunities and weaknesses. At the same time, presents best practices of Taiwan, a country where SMEs are recognized as the driving force and a key player in the economic development. Taiwan achieved a successful transformation from agricultural orientation to an industrial model and service development. A key factor has been the political stability and institutionality of the functions of the government, propitiating a favorable environment to develop the technical, technological, financial and fiscal support programs, especially aimed at SMEs. The Taiwanese Government has actively supported these companies, ensuring innovation and a favorable business environment, with the injection of the necessary resources for that. In terms of policies implemented, one of its main successes has been to accelerate the development of the high-tech sector, the expansion of research institutes sponsored by the government and academy, facilitation of access to sources of financing and venture capital, among others. The findings of the study provide to policy makers, valuable recommendations about strategies and measures to boost the internationalization of SMEs. The lack of impact indicators and baselines represented a constraint; however, the real scenario is presented and motivates to the reflection on how to improve what is already done from a base of successful learnings of a competitive country like Taiwan. |
第三語言摘要 | En Ecuador, más del 90% del tejido empresarial son pequeñas y medianas empresas (PYMES), por lo que su rol dentro de la economía, la sociedad e inclusive el medio ambiente, son fundamentales para promover el crecimiento económico inclusivo y sostenible, proporcionando empleo y trabajo para la clase más desfavorecida y haciendo crecer a la clase media. Sin embargo, su crecimiento e inserción en mercados internacionales está limitada por una serie de características propias de las pequeñas empresas, así como un marco empresarial y regulatorio poco favorecedor y un mercado externo cada vez más exigente y competitivo. Para Ecuador, incrementar los niveles de exportación de productos no petroleros, se convierte en requisito clave para sostener su esquema monetario de la dolarización. Las PYMES son un espacio primordial del espacio productivo ecuatoriano con un potencial importante para llegar a los mercados internacionales con bienes y servicios producidos con materia primera y de obra nacional; sin embargo, sus capacidades de innovación, tecnología e internacionalización aún son incipientes. Esta investigación revisa las políticas gubernamentales y los programas de apoyo a las pequeñas y medianas empresas en Ecuador, identificando oportunidades de mejora a partir de oportunidades y debilidades existentes. Así mismo, presenta buenas prácticas llevadas a cabo por la República de China (Taiwán), país donde las PYMES son reconocidas como la fuerza impulsora y un actor clave en el desarrollo económico del país durante el último medio siglo. Taiwán logró una transformación exitosa de orientación agrícola a un modelo industrial y desarrollo de servicios. Un factor clave ha sido la estabilidad política e de la institucionalidad de las funciones del Estado, propiciando un entorno favorable para gestar los programas de apoyo técnico, tecnológico, financiero y fiscal, especialmente dirigidos a las PYMES. El Gobierno taiwanés ha apoyado de manera activa a estas empresas, asegurando la innovación y un entorno favorable para los negocios, con la inyección de los recursos necesarios para aquello. En cuanto a políticas implementadas, uno de sus principales aciertos ha sido el acelerar el desarrollo del sector de alta tecnología, la ampliación de los institutos de investigación patrocinados por el gobierno y tambié con la participación de la academia, facilitación del acceso a fuentes de financiamiento y capital de riesgo, entre otros. Los hallazgos del estudio, brinda a los formuladores de políticas públicas, valiosas recomendaciones sobre estrategias y medidas para impulsar la internacionalización de PYMES. La carencia de indicadores de impacto y líneas base, dificulta el análisis, sin embargo, se presenta un escenario real que motiva a la reflexión sobre cómo mejorar lo que ya se ha venido haciendo a partir de un cúmulo de aprendizajes de un país competitivo como Taiwán. |
