近年來因為狂牛症、禽流感、口蹄疫等疫情的爆發以及黑心食品的充斥氾濫，危害到消費者的安全與健康，使得消費者對食品安全的意識高漲。探究其食安問題的原因除了未建立相關查核機制以落實法令規範，尚有機關間橫向整合、縱向聯繫未能發揮綜效等管理層面的問題，中央行政首長與地方行政首長無不端出政策牛肉，食品安全成為我國最重要的政策議題之一。
本研究即是以公私協力觀點檢視地產地銷在校園營養午餐的實踐，並以彰化縣溪州鄉立幼兒園為研究個案，欲藉此了解地產地銷校園營養午餐食材在地化計畫的規劃與執行時，公私部門間協力合作的情形。本文的研究問題聚焦在(一)在公私協力治理之下，個體行動者扮演的角色是什麼？(二)以公私協力模式推動地產地銷校園午餐食材在地化的困境?(三)在公私協力治理之下，多元行動參與者如溪州鄉公所主秘，溪州鄉立幼兒園園長，尚水農產公司專案經理在協力與合作經驗中如何解決衝突及協調溝通？
本研究採實證訪談分析，研究分析後發現協力困境為(一)計畫參與者對於價值願景有不同的想像(二) 政治不確定引發政治上交易成本，而多元行動者在協力互動與合作經驗中會透過「計畫之初努力透過溝通協調尋求價值共識」與「仰賴協力領導專家」來解決衝突。

In recent years, the outbreak of Mad Cow Disease, Bird-Flu, Foot-and-Mouth Disease (FMD) and the flooding of adulterated food has damaged consumer health and security, which has led to the rise of the conscious consumer. It was implied in survey that food safety problem in Taiwan has management problem－horizontal integration, vertical communication, the failure of synergy, etc., other than legal regulation－the lack of establishing a supervision and control mechanism for food examination. Both Central Premier and Local Mayor have advocated policy, food safety has become one of the most important policy issue.
 This study is the implementation of Public-Private Partnership－case study of Xizhou Kindergarten, which was to discuss collaboration between governments and business in project planning and executing of school lunch of local food. This thesis focused on discussing three research problem. Firstly, what kind of role does individual actor play? Secondly, the dilemma of Public-Private Partnership in school lunch of local food project. Finally, how does the plural actor, e.g., Chief Secretary of Xizhou Township Office, Head of Xizhou Kindergarten, and Project Manager of Water-Farmer Company resolve conflict, communicate and coordinate.
The research takes empirical research analysis, finding that the dilemma of Public-Private Partnership as a result of different image of value vision and political transaction costs come from political uncertainty. Thus, plural actor, through achieving value vision consensus and depending collaborative leader, resolves the problem in collaborative interaction experience.
