本研究探討國民小學女性初任校長之行政決定，旨在瞭解女性初任校長在學校行政事務之決定歷程中的關注重點以及面臨的困境，進而分析影響其行政決定的因素。
為達研究目的，本研究採質性取向，立意選取臺北縣公立國民小學女性校長中，自93學年度起擔任校長年資未滿四年之初任校長共四人為對象，藉學校現場之觀察與個案校長之深度訪談蒐集實徵性資料。
經歸納觀察與訪談資料，獲致研究結論如下：
一、建立認同與凝聚共識為國民小學女性初任校長行政決定之首要關注重點。
二、女性初任校長深信化解衝突與增強激勵有助於行政決定之完成。
三、女性初任校長行政決定的步驟、方式、角色依事務性質而彈性調整。
四、專業能力與價值信念為影響女性初任校長行政決定之重要因素。
五、學校組織過去所做的決定以及團隊的和諧均影響女性初任校長的行政決定。
六、資源獲取與公共關係支持女性初任校長行政決定之執行。
七、無法掌握學校未來發展為女性初任校長行政決定之最主要困境。
根據上述結論，本研究對國民小學女性初任校長、教育行政機關提出若干建議，期能提供並增進校長行政決定效能之參考。

This study explored factors which influence the process of administrative decision-making of novice female elementary school principals. Main concerns of these novice female elementary school principals during this process of decision-making were analyzed in order to gain some insight into difficulties they had dealt with.
The specific objectives of this study were as follows:
1. To explore main concerns of novice female elementary school principals during the process of administrative decision-making.
2. To examine factors which influence the decision-making of novice female elementary school principals.
3. To investigate the possible difficulties which novice female elementary school principals might have dealt with.
Data of this qualitative research came from literature review, on-the-spot observations and interviews. The participants of this case study were purposely selected 4 female principals in Taipei County who had less than four years of experience by the school year of 2004.
The findings of this study were summarized as follows:
1. The primary concern of these novice fimale elementary school principals during the process of their decision-making was to reach the consensus with their co-workers.
2. To reconcile disputes and to reinforce positive outcomes facilitate these novice female principals’ administrative decisions to be carried out.
3. These novice female principals might adjust the procedures and methods of decision-making, along with their role, and according to the nature of different affairs.
4. Professional abilities and personal beliefs were two important factors which influence the process of decision-making of these novice female principals.
5. Former decisions made by the school and the harmony among team members of the school influence these novice female principals’ decisions as well.
6. The accessibility of resources and the public relations of these novice female principals facilitated their decisions to be carried out.
7. The uncertainty of the future development of the school was the most difficulty faced by these novice female principals.
It was hoped that the findings and the suggestions of this study would offer novice female principals of elementary schools something to refer to in the future when they make decisions.
