Qing Dynasty established “One Prefecture and Three Counties”(一府三縣 Yifusanxian) and “Green-Standard-Army”(綠營 Liuying) after they annexed Taiwan. However, they hadn’t intelligence about the oceans, and be only prevented anyone from basing Taiwan to rebel Qing Dynasty. So, they lifted the ban of sea, but limited the immigration to Taiwan.

After Lin Shuangwen event, Qing dynasty abolished Taiwan-Investigating-Censor, then let the major officers in Fujian take turns investigating Taiwan. Besides, all officers were changed, then the system came to Kavalan(now Yilan) gradually.
