|| Qing Dynasty established “One Prefecture and Three Counties”(一府三縣 Yifusanxian) and “Green-Standard-Army”(綠營 Liuying) after they annexed Taiwan. However, they hadn’t intelligence about the oceans, and be only prevented anyone from basing Taiwan to rebel Qing Dynasty. So, they lifted the ban of sea, but limited the immigration to Taiwan.
After Zhu Yigui event, Qing Dynasty established “Taiwan-Investigating-Censor”(巡臺御史 Xiuntaiyushi) to watch all officers in Taiwan until late 18th century. All officers were changed in this time, and it was somtime rigid or free about the immigration.
Late November, 1786, Lin Shuangwen attacked and occupied Zhanghua Seat, soon after, he occupied Zhuluo Seat in early December, everywhere in Taiwan appeared rebels, including Zhuang Datian in the south. Changqing the “Viceroy of Min-Zhe”(閩浙總督 Minzhezungdu) sent a lot of army to Taiwan after heard this.
Early January, 1787, two “commanders-in-chief” (提督 Tidu), Huang Shijian and Ren Chengen arrived in Taiwan with the order, then the Qing armies and rebels are equal strength umtil May to July, although it had gone through Huang and Ren were cashiered in March to April, Qing Gaozung wanted to transfer Changqing because of that. Early August, Qing Gaozung sent Fuk'anggan to Taiwan, then Fuk'anggan was carrying all before it when he came to Taiwan in early November, even he occupied Jiayi(Zhuluo becoming).
After Daliyi(Lin Shuangwen’s headquarters) was occupied in Late November, Fuk’anggan pursued Lin Shuangwen until arrested him in early January, 1788, then arrested Zhuang Datian in early February.
After Lin Shuangwen event, Qing dynasty abolished Taiwan-Investigating-Censor, then let the major officers in Fujian take turns investigating Taiwan. Besides, all officers were changed, then the system came to Kavalan(now Yilan) gradually.
