西方國家對於俄羅斯國際宣傳、網路駭客活動等資訊作戰作為予以相當關注，美歐國家亦曾多次公開指控俄國利用公開與秘密的手段，企圖破壞西方國家社會穩定。本研究嘗試解析俄羅斯資訊作戰發展的趨勢及特點，藉由比較過去及現在俄資訊作戰有關案例與手段之異同，以及其在該國對外政策上所扮演之角色，進而探討是否對他國政治產生影響。
    研究發現，俄國的總體戰略目標在於利用資訊作戰手段削弱美國的國家利益與影響力，試圖重建俄國做世界強權地位，並與美競爭，而從相關案例可歸納出，其資訊作戰的短期目標有影響選舉、製造敵對國國內政治與社會動亂、攻擊關鍵基礎設施以直接影響國家安全等。從美國及歐洲官員與學者持續指控俄羅斯的資訊作戰行動、俄國大量運用社群媒體發揮輿論影響力的數據及相關案例的背景可得出，俄國所推展的活動確實引起各界的關注與疑慮，一定程度上勢將造成目標國家政治及社會的負面影響，有助推動其國家戰略目標。此外，相關的研究包括2019年4月18日美國特別檢察官穆勒正式出爐的調查報告，均認定俄國確實干預2016年美國總統大選，雖然相關資料無法證明俄國直接影響大選結果，但對美國所造成政治效應延燒迄今，也間接影響了美國對俄政策，而美國對他國資訊作戰行動相應採取的防制與因應措施，亦為後續影響的一部分。
    隨著現代化戰爭的不斷演進，資訊作戰的態樣也隨著資訊科技發展而不斷變化,如何有效防範其所帶來的威脅實為各國所面臨的重要課題，本研究期藉由探討俄羅斯資訊作戰案例、所帶來的影響及因應措施等相關成果，豐富相關研究領域之文獻參考資料，有助未來對相關議題做進一步研究。

The US and European countries have repeatedly and publicly accused Russia of using public and clandestine means to undermine stability in Western societies. With the employment of narrative analysis and case study, this thesis study aims to analyze the trends and traits of Russian IO by comparing its similarities and differences in the past and at present, examine its role in Russia's foreign policy, and explore whether Russian IO has an impact on other countries' politics.
  This thesis study finds that Russia intends to rebuild global great power status and to compete against the US by exercising information operations to undermine US national interest and influence. Short-term goals of Russian information operations range from election manipulation, creation of the target country’s domestic political and societal turbulence, and attacks upon critical infrastructure with an attempt to influence elections. 
  With massive use of social media to exercise public opinion influence, Russian campaign indeed leads to negative impact on the target country’s politics and society, thereby facilitating to materialize its own national strategic goals. Based on the US special prosecutor Muller’s investigation report released on April 18, 2019, Russia did intervene 2016 US election, thereby leading to subsequent complications in US’s Russian policy and how the US copes with others’ information operations.
