治理模式建立過程，受到外在環境變遷及其角色定位的影響，在制度環境的制約下，進行不斷地動態調整以尋求利基。對公共組織而言，協力治理包含公部門結合民間企業與非營利組織，共同採取行動，以解決各種跨域組織分界的問題，依此可知公共組織的發展須更為重視協力合作的課題。
本研究以探討西門徒步區部分街道家具經營管理議題為主軸，首先採文獻分析的方式，整理學者專家對於治理模式相關論述，做為分析西門徒步區街道家具治理模式轉變歷程之基礎，再透過個案研究從中探討治理模式轉變背後意涵與協力治理困境，進而透過西門商圈街道家具經營管理與商圈自治與發展相關性，延伸探討本案採取公私協力模式之必要性。更進一步討論公私協力治理實務運用的起源、國內公私協力治理的發展，與公私協力治理成功因素與可能之困境。
期望藉由本合作案在網絡治理模式下，就合作案朝向建置完備商圈治理法制，並擴大外部參與來強化其治理正當性與建立資訊公開機制，提昇協力的外部信任，增加協力的效益與價值，如此便能提昇行政部門在協力運作上的資源，使協力治理達到永續經營的目標。最後的結論則將研究的成果或發現以分析陳述呈現，並對後續研究者提出建議，以期爾後本研究領域能更完備、更周全、更寬廣的論證呈現。

The process of the construction of governing model was affected by the external environmental changes and the one’s position, adjusted itself continuously in order to seek niche under the constraints of institutional environment. For the public organizations, the public department could combine the private department and the non-profit organizations, then commonly take the actions to solve all kinds of problems from crossing the boundary of organizations. Thus it may be known, the development of the public organization must focus on the efforts of the collaboration.
This study is to explore the topic of the operation and management of street furniture in the pedestrian sidewalk areas in XimenDing District of Taipei. This study is to use the literature analysis method to analyze the related theories of street furniture governance models from scholars and experts as the foundation to study the implication of the background of transformation of governance and the problems of the cooperative governance. In the meantime, the author intends to explore the relationship and the possibility of cooperative public-private partnership of street furniture operation and management in Ximen commercial areas through case studies. And futher, discussing the source of Public-Private Collaborative Governance, application of Public-Private Collaborative Governance, the keypoint and dilemma of Public-Private Collaborative Governance.
It is expected to develop the networking governance model to build up a complete legal system of governance in commercial areas and to enlarge the outer participation to strengthen the legitimacy of governance and to establish an open information mechanism to enhance the trustworthiness for outer participation and increase the efficiency and value of cooperative governance. In this way, it can promote the operation resources of cooperative governance in executive departments to reach the goal of sustainable operation of cooperative governance. Finally, the research results and findings were presented through analysis, and suggestions were also proposed for future researchers, hoping that more comprehensive and broader argumentations in this area could be presented in the future.
