中國和美國自1977年建交後,雙方智庫互相交流往來,使中美關係緊張複雜。國際智庫交流的獨特之處在於,他們能夠宣傳雙方兩國合作關係、減少對彼此的不信任,最終促進雙邊戰略穩定性與合作。儘管如此,由於川普總統對中國發動貿易戰、使兩國關係脫鉤疏離,造成近年來雙邊智庫交流明顯減少、甚至針對交流活動處處設限。尤其在美國方面,智庫向對方交流對話的意願減少,甚至採取衝突的方式面對彼此。目前中美關係處於一個關鍵轉捩點,應該鼓勵和加強雙邊智庫的交流,以幫助中美關係的重修舊好。 中美兩國若不能從未來的角度思考、進行合作,就必須考慮目前的互動方式對全球體系的影響。在國際關係方面,對未來趨勢的實際評估,有助於證明自滿不是一種選擇。兩國智庫既有的合作成果,早已具有相當規模。知識就是力量,並且能夠促進來自不同文化的人們相互理解。因此,我們應該採取行動,合作促進學術知識、思想、和政策的交流。 |
英文摘要 |
China and U.S. was trading think tanks during the time that diplomatic relations have been established in 1979. The relationship between China and the United States of America is tense and also complicated. International think tank exchanges are unique in their ability to advertise an agreement on both sides and reduce mistrust in the relationship between the two nations, ultimately resulting in increased bilateral strategic stability and collaboration. Nonetheless, as a result of President Donald Trump's trade war and efforts to decouple the United States from China, bilateral think tank exchange has decreased significantly in recent years, increasing the number of limits on each other's visits, a diminished some think tanks' readiness to collaborate to engage in such a transaction, and a more confrontational approach to policy toward one another, particularly on the American side. At this critical juncture in the Sino-American relationship, the exchange of bilateral think tanks should be encouraged and strengthened to be able to aid on resurgence of a bilateral correlation. China and the United States must consider the consequences of their interactions on the global system if they are unable to cooperate from a futures perspective. When it comes to international relations, a realistic assessment of future trends should aid in demonstrating that complacency is not an option. Collaborations between think tanks in both countries have been established on a large scale. Knowledge is power, and knowledge enables us to promote intercultural understanding among people from different cultures. Therefore, we should exchange academic knowledge on our own initiative and collaborate to promote the exchange of ideas and policies. |
