本論文的內容可分為六章，各章節概要敘述如次：

(一)	第一章 ：緒論
敘述撰寫本論文的研究動機、研究目的、研究理論、問題意識、文獻分析、研究範圍、限制與架構。

(二)	第二章：探討宗教與文化因素
作者在此章針對土耳其的宗教與文化因素進行剖析，以利瞭解其影響入盟案的範圍與程度深淺。首先，第一節敘述土耳其民族與西化，著重在1920年代凱末爾建國後所主張的世俗化主義、政教分離及親西方政策等，是否能與歐洲化相互調和。其次，於第二節敘述土耳其的伊斯蘭文明與認同，藉以瞭解伊斯蘭復興運動的重要性，回教政治勢力之抬頭與發展和世俗化力量的消退。再者，第三節介紹回教政黨的崛起與發展。最後，於第四節敘述伊斯蘭復興運動對土耳其與歐盟關係之影響。 

(三)	 第三章：種族及人權議題因素
作者在此章分析土耳其境內少數民族庫德族在單一民族為主的高壓政策下的處境與遭遇，由於庫德族游擊隊獨立建國並以武力遂行的主張，導致族群關係持續緊張，以及庫德族集中的東南各省區政府與庫德族叛軍的武裝對抗。首先，在第一節敘述土耳其、庫德族與歐盟的三邊關係。接著，於第二節以歷史的角度，敘述歐洲基於所簽署的「瑟夫爾條約」對於分散中東各國的庫德族有歷史道義責任，而土耳其必須遵守哥本哈根入會條款，尊重境內少數民族庫德族人的自由與人權。第三節敘述土耳其的人權狀況，並檢視自從1999年成為歐盟候選國後所進行的政治與法律改革，是否達成歐盟的要求。第四節為小結，說明人權問題為土耳其加入歐盟的關鍵因素之ㄧ。

(四)	 第四章：經濟改革與市場經濟
作者在此章將檢視土耳其總體經濟、自由競爭及國營企業私有化，於以後各節分別探討下列各項問題並尋找答案：第一節、總體經濟發展：土耳其總體經濟不穩的原因為何?阻礙自由經濟民粹主義與競租行為對土耳其經濟與財政的戕害程度；第二節、經濟與金融危機：引發土耳其在1994、2000及2001年金融危機的主因；第三節、經濟自由化：敘述土耳其入盟挑戰、土耳其與歐盟建立的關稅同盟關係、土耳其經濟自由化指數排名，以及土耳其國企私有化對改善土耳其財經體質是否真有助益? 第四節、正義發展黨執政之總體經濟政策與表現：十年來土耳其的經濟改革發展是否有助於加入歐盟；第五節、結論：2001年經濟危機引發銀行體系崩潰後迄今，是否復元及相關改革成果為何?以及目前的土耳其經濟是否為市場經濟等。

(五)	第五章：對外關係因素
作者在此章主要介紹及評析土耳其的對外關係，尤其是與歐盟、塞普勒斯、中東回教世界以及美國的關係，焦點為過去十年內所奉行的「新奧圖曼主義」與「完全睦鄰政策」。各節段落將分為五節，分別是第一節敘述土耳其外交政策與歐洲化；第二節介紹入盟案與對外關係；第三節敘述土耳其的中東政策與歐盟；第四節為分析土耳其入會與歐盟會員國立場。

(六)	第六章：結論
本章分為三部分，分別為第一節本文概要，就本論文第二至第五章內容作概要性描述，以利讀者能清楚瞭解各項議題的全貌；第二節研究心得，敘述研究本論文之個人發現與見解；第三節為未來展望，作者擬就土耳其長期被歐盟拒於門外，未來可能基於自身利益及戰略需要，選擇其他盟友，做出不同的外交選項。綜合及歸納全篇論文，作者以安德魯˙摩拉夫席克的自由派政府間合作主義為理論基礎，利用所謂「雙重賽局」關於國內與國際層次的概念檢是土耳其申請加入歐盟進程中所面臨之內外部因素。深度探討土耳其在歐盟政府間談判過程中所遭遇的阻撓及困難所在，以及土耳其藉由與會員國政府不斷的協商與談判，是否才能排除困難？例如北塞議題、人權改革等，以此驗證自由派政府間合作主義關於政府間談判為歐洲統合的動力的論點。抑或是存在其他不可預知的變數刻意排擠土耳其入盟，而土耳其未來一旦無法入盟，是否必須在加入歐盟以外尋覓其他的選項，以走出自己的道路。

The content of the thesis contains 6 chapters：

Chapter One：Introduction

Chapter Two：Analysis of Religion and Culture Factors
This chapter contains five sections which are Turkey’s history, national conditions, Islamic culture and identity, the rise of Islamic political party, the Islamist Movement and Turkey’s accession to the European Union.

Chapter Three：The Issues of Kurdish and Human Rights
This chapter contains four sections which are relations among Turkey, Kurds and the EU, Kurds and the EU, Human Rights Issue, and evaluations.

Chapter Four：Turkey’s Economic Reform and Market Economy
This chapter contains five sections which are the development of marco-economic, the economic and financial crisis, liberal market, the development and performances of Turkish economy by the ruling party- Justice and Development Party,and conclusion.

Chapter Five：Analysis of Turkish external relations
This chapter contains four sections which are Turkey’s foreign policy and Europeanization, Accession and external relations, Turkey’s Middle-East policy and the EU, and EU’s member-states toward Turkey’s accession.
